Öffentliche Entwicklungshilfe in Deutschland und Frankreich – ein Vergleich

Abstract

"Die deutsche und die französische Entwicklungspolitik weisen in ihren Zielsetzungen und Maßnahmenkatalogen zahlreiche Gemeinsamkeiten auf. Beide Länder erreichen jedoch noch nicht den langfristig für die Entwicklungshilfe angestrebten Wert von 0,7 Prozent des Bruttosozialprodukts. Um die deutsch-französische Partnerschaft in der Entwicklungszusammenarbeit zu stärken, müssen gemeinsame entwicklungspolitische Ansätze beider Länder definiert und Hilfsmaßnahmen stärker koordiniert werden. Zur Erhöhung der Effizienz ihrer Entwicklungszusammenarbeit müssen Deutschland und Frankreich in enger Zusammenarbeit mit den europäischen Partnerländern eine Strategie der Komplementarität und Arbeitsteilung erarbeiten und innovative Instrumente der Entwicklungsfinanzierung entwickeln und umsetzen." "German and French development policy show numerous similarities concerning their goals and measures. However, both countries have not yet fulfilled the international commitment to spend 0,7 percent of their gross national product on development cooperation. In order to prepare for future challenges in development policy both countries try to realize an increased sectorial and geographic concentration of their development assistance as well as a structural reform of their development institutions. To consolidate Franco-German partnership in development cooperation both countries need to define common approaches in development policy and to intensify the coordination of donor action. Only by deepening the cooperation with other EU member states and by developing a common strategy of complementarity and division of labor, aid effectiveness can be improved in the long term."
