Gewährleistungsstaat und Arbeitsmarkt: neue Formen von Governance in der Arbeitsmarktpolitik

Abstract

"Das Leitbild 'Gewährleistungsstaat' bestimmt auch die Reformagenda des Arbeitsmarkts, wo es sich in Formeln wie 'Fördern und Fordern' oder 'Von der aktiven zur aktivierenden Arbeitsmarktpolitik' niederschlägt. In diesem Beitrag wird dieses Leitbild am Beispiel der Neugestaltung der Arbeitsmarktpolitik, insbesondere der Reform der Bundesanstalt für Arbeit auf nationaler Ebene und der Methode der offenen Koordinierung auf europäischer Ebene getestet. Zielsetzung und praktische Erfahrungen dieser Reformen werden zum einen mit den normativen Prämissen des 'Gewährleistungsstaates' verglichen, zum anderen dienen sie zu einer weiteren Schärfung und Modifikation dieser Prämissen." "The concept of the 'ensuring state' also influences the agenda of labour market reforms, summarized in slogans such as 'Supporting and Challenging' or 'From Active to Activating Labour Market Policy'. The author examines this concept by applying the latter to the field of labour market policy reorientation, specifically to the reform of the German Federal Labour Agency on the national level, and to the 'Method of Open Coordination' on the European level. On the one hand, the reform objectives and respective practical experiences are compared to the normative premises of the 'ensuring state' concept. On the other hand, they contribute to a more detailed definition and alteration of these premises." (author's abstract)
