"Mit dem vorliegenden Arbeitspapier wird der auf Townsend zurückgehende relative Deprivationsansatz auf die Untersuchung von Lebensstandard und Armut in Deutschland angewendet. Es wird analysiert, welche Vorstellungen die Deutschen in Ost und West von einem angemessenen Lebensstandard haben und welchen Lebensstandard sie tatsächlich realisieren. Auf diesem Wege läßt sich zeigen, wie groß der Anteil der Bevölkerung ist, der von einem als Mindestanforderung definierten Lebensstandard ausgeschlossen ist, welche soziodemographischen Gruppen davon besonders betroffen sind, und ob die Ostdeutschen, wie es die These der transformationsbedingten Umbruchsarmut nahelegt, im vereinten Deutschland in besonderem Maße von Deprivation und Armut betroffen sind. Durch die Kombination des direkten Meßansatzes mit dem indirekten Einkommensansatz können drei Armutslagen herausgestellt werden, die in unterschiedlichem Maße Benachteiligung bedeuten: Einkommensarmut, Versorgungsarmut und doppelte Armut, die durch gravierende Unterversorgung und zugleich durch Einkommensarmut gekennzeichnet ist. Diese drei Armutslagen unterscheiden sich auch in ihrem subjektiven Wohlbefinden voneinander. Lebenszufriedenheit und gesellschaftliche Integration werden bei doppelter Armut deutlich schlechter bewertet. Die Analysen beruhen auf Daten des Wohlfahrtssurvey 1998." (Autorenreferat)... view less

"Based on Townsend's concept of relative deprivation, this paper deals with standard of living and poverty in Germany. What do the Germans in East and West regard as necessities for a decent standard of living? And how does their actual standard of living look like? It is analyzed whether a worth mentioning part of the population is excluded from a decent standard of living, which socio-demographic groups are most vulnerable to deprivation, and whether East Germans are especially affected by deprivation and poverty, as the thesis of 'transition poverty' suggests. By combining the direct (via standards of living) and indirect (via incomes) measurement of poverty, we can distinguish three poverty positions: income poverty, deprivation, and double poverty, which means very low income together with a strongly restricted standard of living. These three poverty positions can also be distinguished by their different levels of subjective well-being: satisfaction with life in general and with social integration is much lower if people live in double poverty.
