"In der Diskussion über arbeitsmarktpolitische Reformen fordern nationale Regierungen und internationale Organisationen immer stärker das Lernen von anderen Ländern. Das politikwissenschaftliche Standardmodell zur Erklärung von Reformen der Arbeitsmarktpolitik ist jedoch zumeist rein vergleichend, ohne Interaktionen zwischen Ländern zu berücksichtigen. Dieser Beitrag untersucht, welche Formen, Kanäle und Ursachen internationale Diffusion und Interaktion in der Arbeitsmarktpolitik haben können. Er wendet sich insbesondere zwei speziellen Reformdebatten in der Arbeitsmarktpolitik zu: der Aktivierung von Arbeitsmarktpolitik sowie der Kürzung individueller Transfers für Arbeitslose. Empirische Messungen deuten an, dass sich nationale Politiken benachbarter Länder gegenseitig beeinflussen. "In the debate on reforms of labour market policies national governments and international organizations increasingly foster lesson-drawing from the experience of other countries. However, the workhorse model of political science for explaining reforms in labour market policies is mainly comparative, excluding interactions between countries. This contribution investigates the potential forms, channels and causes of international diffusion in national labour market policies. In particular, it deals with two debates of reform: the activation of labour market policies and the reduction of social transfers for the unemployed. Empirical estimations indicate that national policies of neighbour countries do affect each other. This is hardly the impact of lesson-drawing but rather of economic competition between countries."
