Ein Trend zu transnationaler Solidarität? Die Entwicklung des Spendenaufkommens in der Not- und Entwicklungshilfe

Abstract

"Die Zukunft der Solidarität wird immer wieder in der Zerfallsperspektive thematisiert. Wenn Solidarität 'nationale Solidarität' meint, so kann es mit dem behaupteten Niedergang des Nationalstaats auch durchaus zur Schwächung bestimmter solidarischer Verhaltensweisen kommen. Doch Solidarität existiert in vielen verschiedenen Formen und findet in unterschiedlichen Bezugsrahmen statt. Solidarität hört nicht notwendigerweise an nationalstaatlichen Grenzen auf. Eine gewisse Konjunktur erlebte daher in den letzten Jahren der Begriff der 'transnationalen Solidarität'. Findet Solidarität zunehmend jenseits des Nationalstaats statt? Diese Frage wird so vielfältig wie kontrovers in den verschiedensten Disziplinen diskutiert. In den Internationalen Beziehungen erhält sie ihre Bedeutung insbesondere im Rahmen der Diskussion um die Entstehung einer normativ gehaltvollen politischen Ordnung jenseits des Nationalstaats. Empirische Studien, die sich mit dem Trend zu transnationaler Solidarität beschäftigen, liegen bisher jedoch so gut wie gar nicht vor. Das vorliegende Papier untersucht den behaupteten Trend zu transnationaler Solidarität exemplarisch am Beispiel der Spenden für die Nothilfe und Entwicklungshilfe. In den Blick gerückt werden neben dem relativen Anteil der Spenden für die Not- und Entwicklungshilfe auch die Spendeneinnahmen von ausgewählten Organisationen in diesem Bereich. Als vorläufiges Ergebnis der Analyse lässt sich zwar ein Trend zu transnationaler Solidarität ausmachen. Dieser Trend ist allerdings durch tiefe Brüche gekennzeichnet, die einer weiteren Erklärung bedürfen." (Autorenreferat)

"Protagonists in the social sciences as well as in politics repeatedly broach the issue of the future of solidarity from the perspective of decay. If solidarity means 'national solidarity', it is well possible that the claimed decline of the nation-state leads to a weakening of certain solidarity attitudes. But solidarity exists in a variety of different forms and takes place in many different contexts. Solidarity does not necessarily stop at the borders of the nation-state. This is why the term 'transnational solidarity' in recent years has been ascribed increasing significance. Does solidarity increasingly take place beyond the nationstate? Researchers especially in sociology and social anthropology have discussed this question multifariously and controversially. For the discipline of International Relations this discussion gains importance particularly in the context of the debate surrounding the development of a political order beyond the nation-state, on the normative substantive meaning of that term. Yet, empirical studies dealing with the alleged increase in transnational solidarity have been rare up to now. This paper analyzes exemplarily the supposed increase in transnational solidarity using the case of voluntary giving in Germany for humanitarian crisis in distant countries. I consider as indicators for transnational solidarity the relative proportion of donations for humanitarian and development aid as well as the income from donations by a subset of organizations active in this area. The exploratory analysis supports the claim that transnational solidarity has indeed increased. However deep fractures characterize this trend and call for further explanation." (author's abstract)
