Die Umsetzung der Paris-Erklärung zur Wirksamkeit der Entwicklungszusammenarbeit durch die Vereinten Nationen: Stand und weiterer Reformbedarf

Abstract

"Im März 2005 formulierten Geber, Entwicklungsländer und Nichtregierungsorganisationen in Paris Verpflichtungen für eine wirksamere Ausgestaltung der EZ auf Länderebene (Erklärung von Paris über die Wirksamkeit der EZ 2005). Ziel dieser Erklärung ist es, durch Partner- wie Geberverpflichtungen die Wirksamkeit der EZ zu steigern und somit die Millennium Development Goals (MDGs) besser zu erreichen. Die Erfolge bei der Verwirklichung der Verpflichtungen sollen durch 12 Fortschrittsindikatoren gemessen werden. Auch die Vereinten Nationen haben die Paris-Erklärung unterzeichnet. Diese Arbeit analysiert und bewertet die Umsetzung dieser Verpflichtungen innerhalb des EZ-Systems der Vereinten Nationen. Kapitel 2 gibt einen Überblick über den Inhalt der Paris-Erklärung (Kapitel 2.1) und erläutert das System der Entwicklungszusammenarbeit der Vereinten Nationen (VN-EZ-System) (Kapitel 2.2). Kapitel 2.3 stellt dar, wie das VN-EZ-System die Paris-Erklärung aufgenommen hat, zentral ist in diesem Zusammenhang der Aktionsplan der UNDG zur Paris-Erklärung. Kapitel 2.4 wendet die Dimensionen der Paris-Erklärung und ihre Indikatoren zur Fortschrittsmessung auf das VN-EZ-System an. Kapitel 2.5 fasst den Stand der Umsetzung der Paris-Erklärung durch das VN-EZ-System zusammen und bewertet diesen. Kapitel 3 greift die aktuelle Entwicklung im VN-Reformprozess auf und analysiert den Bericht des High-level Panel on UN system-wide Coherence vor dem Hintergrund des Zielhorizonts der Paris-Erklärung. Die Analyse des Umsetzungsstandes und der aktuelle Reformprozess werfen die Frage auf, welche Konsequenzen sich aus den Zielvorgaben der Paris-Erklärung und der darin geforderten Arbeitsteilung der EZ-Akteure für die Positionierung der VN-Organisationen im internationalen EZ-System ergeben. Eine Positionierung und klare Abgrenzung zu den anderen EZ-Akteuren sollte auf der Grundlage der Stärken erfolgen. Daher diskutiert Kapitel 4.1 zunächst die Stärken der VN-Organisationen in der EZ. Darauf aufbauend stellt Kapitel 4.2 Überlegungen zur zukünftigen Rolle der VN-Organisationen im internationalen EZ-System an. Kapitel 5 enthält abschließend Empfehlungen für eine Positionsbestimmung des BMZ, basierend auf den identifizierten Schwachstellen in der Umsetzung sowie im Hinblick auf die Staatenverhandlungen um den Bericht des High-level Panel. Die Informationen zur Umsetzung der Paris-Erklärung durch die VN-Organisationen basieren auf der Auswertung von VN-Dokumenten, auf Gesprächen mit VN-Mitarbeitern und des Development Assistance Committee der OECD sowie auf dem OECD-Monitoring zur Umsetzung der Paris-Erklärung (OECD 2007)." "In March 2005 donors, developing countries and non-governmental organisations agreed on commitments to more effective development cooperation at country level (Paris Declaration on Aid Effectiveness 2005). The aim of the Declaration is to increase the effectiveness of development cooperation by means of commitments by both partners and donors and so to improve the prospects of the Millennium Development Goals being achieved. Success in meeting the commitments is to be measured with the help of 12 progress indicators. The United Nations (UN) has similarly signed the Paris Declaration. This study analyses and appraises the degree to which these commitments are being met within the UN development cooperation system. Part 2 gives an overview of the contents of the Paris Declaration (Chapter 2.1) and explains the UN development cooperation system (Chapter 2.2). Chapter 2.3 describes how the UN development cooperation system has responded to the Paris Declaration, of greatest importance in this context being the Action Plan of the United Nations Development Group (UNDG) for the implementation of the Paris Declaration. Chapter 2.4 applies the dimensions of the Paris Declaration and its progress indicators to the UN development cooperation system, while Chapter 2.5 summarises and appraises the progress made by the UN development cooperation system in implementing the Paris Declaration. Chapter 3 considers the current trend in the UN reform process and analyses the report of the High-level Panel on UN system-wide Coherence against the background of the targets set by the Paris Declaration. The analysis of progress made in implementing the Declaration and the current reform process raise the question as to what implications the division of labour among the development cooperation actors, for which the Paris Declaration calls, will have for the position of the UN agencies in the international development cooperation system. Any positioning undertaken and any clear line drawn between the UN agencies and the other development cooperation actors should be based on their respective strengths. Chapter 4.1 therefore begins by discussing the strengths of the UN agencies in development cooperation. Building on this, Chapter 4.2 considers the future role of the UN agencies in the international development cooperation system. To conclude, Chapter 5 sets out recommendations for determining the position of the BMZ on the basis of identified weaknesses in the implementation of the Paris Declaration and with a view to the intergovernmental negotiations on the report of the High-level Panel.
