Die Sozialpolitik der Großen Koalition in Bremen

Abstract

'In den Jahren der Großen Koalition spielte sich die Bremer Sozialpolitik unter schwierigen Rahmenbedingungen ab. Bremen hatte sich als Haushaltsnotlageland gegenüber dem Bund - als Gegenleistung für 8,5 Mrd. Euro Sanierungshilfen - zur Konsolidierung der Haushalte bis Ende 2004 verpflichtet. Die Sozialpolitik leistete erhebliche finanzielle Beiträge zur Sanierung des Landes und der Stadt Bremen. Dies geschah nicht nur durch Kürzungen von sozialen Leistungen, sondern in stärkerem Umfang durch eine sozialpolitische Neuorientierung. Die Steuerung von Sozialleistungen nach fachlichen Vorgaben, die Entwicklung neuer Leitbilder, wie Aktivierung und Stärkung der Eigenverantwortung, sowie die Umsetzung neuer Modelle und Prinzipien in der Sozialverwaltung, erhielten großes Gewicht. Zugleich wurde die Kindertagesbetreuung stärker ausgebaut. Die Gleichstellung von Menschen mit Behinderungen wurde verbessert und die Integration von Zuwanderinnen und Zuwanderern erheblich ausgeweitet. Für die Kinder- und Jugendförderung und für Stadtteile mit besonderen sozialen Problemlagen wurden neue Programme entwickelt, die zu einer breiten Beteiligung der Betroffenen führten. Die folgende Darstellung soll aufzeigen, wie die Schwerpunkte der Sozialpolitik in diesen Jahren neu bestimmt wurden.' [Autorenreferat]

'During the time of the grand coalition the social policy of Bremen took place under difficult circumstances. Bremen as a state with overburdened government budgets had committed itself by contract with the federal government to consolidate its budgets by the end of 2004 in return of receiving 8.5 billion Euro of financial support. Bremen’s social policy contributed considerably to the consolidating of the state and the city budget. This was achieved by cutting social benefits, and also by introducing new social policies. The steering of social benefits through professional guidelines, the development of new roles like activating and strengthening individual responsibility and the implementation of new models and principles for the social administration became more important. At the same time child care facilities were considerably increased. The equal treatment of persons with disabilities was improved and the integration of immigrants came more into focus. New support programs for children and young people and for their parts of town characterized by severe social problems were developed and an extensive participation of persons affected was provided for the following account.
