These examples show how the child welfare system harms marginalized families of colour by focussing on parenting skills against the background of a range of structural inequalities. Starting from a reproductive justice perspective, I address the question of the unequal distribution of safe living conditions. I show that institutional child removal is based on a negative understanding of safety. It lacks positive visions of more safety for all. Finally, I argue for a positive understanding of safety and present possibilities for change from an abolitionist perspective.... view less
