%X This article determines definition of strategy and strategic planning. It also deals with terms
and conditions that provide sustainable economic and social development and economic growth of city agglomerations. Strategy of economic and social development of Saint Petersburg until 2030 is analyzed in terms of creative industries development. Basic statements of comparative analysis of creative industries (according to Strategy 2030) and status of the creative sector of the economy are discussed. Preconditions for Strategy 2030 actualization are represented from the point of creative industries development.
