'The collapse of the Soviet Union, for which the majority of the population was unprepared, unleashed bloody wars and large movements of refugees on the periphery of the former empire. And yet, as its behaviour in Chechnya demonstrates, the present democratic government of Russia has continued, like its predecessors, to show little concern for individual fates. The newspapers are full of news of hostage-takings, assassinations and endless mafia warefare. Violence has become the most talked-about issue in the Russian media. It is important to recognise that the violence being perpetrated today is different to the kind that prevailed during seventy years of communist rule or even under the Tsarist autocracy. Today, violence is committed openly and is talked about publicly - and this applies not only to ordinary criminal violence but also to violence perpetrated by the state.'
