'Der Zerfall der Sowjetunion, der die Mehrheit der Bevölkerung unvorbereitet traf, löste an der Peripherie des ehemaligen Kolonialreichs brutale Kriege und Flüchtlingswellen aus, doch die jetzige demokratische Regierung Rußlands demonstriert die gewohnte Geringschätzung für das Leben des Einzelnen (dies zeigen z. B. die Kriegshandlungen in Tschetschenien). Die Zeitungen sind voll von Nachrichten über Geiselnahmen, Auftragsmorde und endlose Machtkämpfe. Die Gewalt wurde zum derzeit meistdiskutierten Thema in den russischen Massenmedien. Es ist jedoch von grundlegender Bedeutung, den Typ der heutigen Gewalt zu erkennen, der sich gegenüber der siebzigjährigen kommunistischen Herrschaft und sogar gegenüber der zaristischen Selbstherrschaft verändert hat; die heutige Gewalt zeigt sich offen, man kann öffentlich über sie reden, dies gilt nicht nur für die gewöhnliche, kriminelle Gewalt, sondern auch für die staatliche.' 'The collapse of the Soviet Union, for which the majority of the population was unprepared, unleashed bloody wars and large movements of refugees on the periphery of the former empire. And yet, as its behaviour in Chechnya demonstrates, the present democratic government of Russia has continued, like its predecessors, to show little concern for individual fates. The newspapers are full of news of hostage-takings, assassinations and endless mafia warefare. Violence has become the most talked-about issue in the Russian media. It is important to recognise that the violence being perpetrated today is different to the kind that prevailed during seventy years of communist rule or even under the Tsarist autocracy. Today, violence is committed openly and is talked about publicly - and this applies not only to ordinary criminal violence but also to violence perpetrated by the state.'
