Abstract	'Die westliche Öffentlichkeit wird in der letzten Zeit mit widersprüchlichen Äußerungen russischer Politker konfrontiert. Gerade im Bereich der Außen- und Sicherheitspolitik wirken diese konfligierenden Aussagen sehr irritierend. Für den westlichen Beobachter stellt sich die Frage, wie diese Aussagen zu bewerten sind und wie sich der Entscheidungsprozeß in Rußland gestaltet. Dies soll am Beispiel des Rüstungssektors untersucht werden, da aufgrund seiner Dominanz politische Entscheidungen in diesem Bereich eine weitreichende Bedeutung haben. Die Untersuchung stützt sich auf russisches veröffentlichtes Material. Mit seiner Hilfe wird zunächst die Rolle von Parlament und Regierung analysiert, um dann auf die Rolle der Rüstungsbürokratie und des Präsidentenapparats als möglichen realen Entscheidungsträger einzugehen.' (Autorenreferat) 'Western public opinion has been confronted recently with contradictory statements made by Russian politicians. In the areas of foreign and security policy, in particular, these conflicting statements are highly irritating. This raises questions for the Western observer how best to interpret such statements and how the decision-making process is structured in Russia. We will use the defence sector as an example to examine these questions, as its dominant position makes political decisions in this sector very important. This investigation is based on published Russian materials. Using these materials, we will first analyse the role of the Parliament and the Government; we will then address the defence bureaucracy and the presidential apparatus as potential real decision-makers.'
