Herkömmliche und neuartige Herausforderungen für die Sicherheit in Europa

Abstract

'Mit dem Ende des Kalten Krieges hat sich die Sicherheitslage in Europa grundlegend verändert. Das System der wechselseitigen nuklearen Abschreckung, das bis dahin die Stabilität auf beiden Seiten des 'Eisernen Vorhangs' und zugleich zwischen diesen Seiten aufrechterhalten hatte, ist wegen Wegfalls seiner Voraussetzungen unwirksam geworden. Von den beiden großen Sicherheitsgruppierungen besteht nur noch die NATO. Sie ist damit die einzige Organisation, die in Europa noch Aussicht auf Gewähr der internationalen Sicherheit bietet. Aber auch sie ist mit Herausforderungen konfrontiert, die neuer Art sind und daher ihrer Zwecksetzung wenig entsprechen. Das Ergebnis ist ein Sicherheitsdefizit, das im Osten Europas entstanden ist und mit den bisherigen Sicherheitsmechanismen nur auf sehr unzureichende Weise zu bewältigen ist.' (Autorenreferat)

'With the end of the Cold War, the security situation in Europe changed profoundly. The system of mutual nuclear deterrence which until then had preserved stability on both sides of the 'Iron Curtain' and also across it has become intoperative because its basic terms of reference have ceased to apply. Of the two great security coalitions, only NATO is still in existence. It is thus only organisation that still holds out a prospect uf unholding international security in Europe. But NATO, too, is confronted by challenges that are novel in nature and thus difficult to tackle in terms of NATO's defined objectives. The result is a security deficit which has emerged in the east of Europe and against which the security mechanisms which have prevailed up to now are proving highly unsatisfactory countermeasures.'
