5 Jahre "Fördern und Fordern" in der Stadt Köln: Vorbild für die Umsetzung von "Hartz IV"?

Abstract

Am 1. Januar 2005 soll in Deutschland die Zusammenführung von Sozialhilfe und Arbeitslosenhilfe vollzogen sein. Mit 'Hartz IV' verbunden ist das Ziel, mehr erwerbsfähige Arbeitslose und Sozialhilfeempfänger in den ersten Arbeitsmarkt zu vermitteln als bisher und die Arbeitslosigkeit deutlich zu senken. In der Stadt Köln haben das Arbeitsamt und das Sozialamt bereits seit Ende der neunziger Jahre in einem Modellprojekt besonders bei der Betreuung der jungen Arbeitslosen und Sozialhilfeempfänger unter 25 Jahren eng kooperiert. Die Kölner Kommunalpolitik nimmt für sich in Anspruch, Vorreiter der Reformen des Arbeitsmarktes gewesen zu sein. Sind mit dem Paradigmenwechsel von Welfare zu Workfare und der Einführung der integrierten Fallbearbeitung die Vermittlungsquoten in den ersten Arbeitsmarkt besser geworden? Ist die Jugendarbeitslosigkeit gesunken?

On January 1st, 2005, Arbeitslosengeld H (Mg II) the new combination of unemployment assistance (Arbeitslosenhilfe) and social welfare (Sozialhilfe) is meant to be implemented in Germany. The aim of 'Hartz IV' is to place more unemployed and welfare recipients in the primary labour market than recently is the case, and to reduce unemployment significantly. In Cologne, Federal Employment Office (Arbeitsamt) and Social Welfare Office (Sozialamt) have been cooperating closely in a pre-operating study especially concerned with the support of the young unemployed and welfare recipients under the age of 25 since the end of the 1990s already. Have placement rates into the primary labour market increased since the paradigm shift from welfare to workfare and the introduction of the integrated case management? Has youth unemployment decreased?
