Steuerungswirkung erzielt die Regionalplanung dabei durch den Aufstellungsprozess des Regionalpans und die hier erfolgende Formulierung von Grundsätzen und Zielen der regionalen Entwicklung mit Bindungswirkungen für das Handeln raumwirksamer Akteure. Bedeutung erlangen Regionalpläne aber vor allem in ihrer Umsetzung und hier insbesondere durch die Abgabe von regionalplanerischen Stellungnahmen im Rahmen von Beteiligungsverfahren zu Planungen und Maßnahmen öffentlicher Stellen. Die Wirkungen dieser Stellungnahmen auf das Handeln raumwirksamer Akteure werden bislang nur selten einer Analyse unterzogen. Diesbezügliche Einschätzungen beruhen häufig eher auf pauschalen Annahmen und Vermutungen. Mit Blick auf den Freiraumschutz analysiert der vorliegende Beitrag die Wirksamkeit von landes- und regionalplanerischen Festlegungen mittels einer systematischen Auswertung von Stellungnahmen zu raumbedeutsamen Planungen und Maßnahmen im Zeitraum zwischen 2000 und 2005. Für die Region Südwestthüringen wurden alle seitens der Regionalplanung abgegebenen Stellungnahmen dahingehend ausgewertet, inwieweit sie sich auf Ziele und Grundsätze zum Freiraumschutz beziehen und in welcher Weise die in der Stellungnahme formulierte raumordnerische Position Konflikte zu den Planungsinteressen raumwirksamer Akteure anzeigt. Aus dieser Analyse sollen Schlussfolgerungen zur politischen Wirksamkeit des raumordnerischen Freiraumschutzes abgeleitet werden. %X As a tier of planning which coordinates different types of land use, regional planning has an important role to play in ensuring that the use of land is both economical and sparing in its consumption of natural resources. The guidance exerted by regional planning is brought to bear in the process of framing the regional plan, specifically by means of the principles and goals for regional development which it contains and which are binding on all actors whose actions impact of spatial development. Regional plans take on special importance, however, during the process of implementation: it is at this point that technical statements on regional planning are required to be submitted within the framework of participation procedures for public plans and development measures. There are to date very few cases of such technical statements being subjected to detailed analysis in terms of their effects specifically on those actors whose actions impact on spatial development. The views expressed on this matter tend to be based rather on general assumptions and mere conjecture. Focusing on the protection of open space, this paper analyses the effectiveness of stipulations for state-level and regional planning by reporting on a systematic assessment of technical statements on plans and measures with impacts on spatial development submitted during the period from 2000 to 2005. For the South-West Thuringia region, all technical statements submitted by regional-planning authorities were analysed with regard to the extent to which they make reference to the aims and principles of open-space protection, and ways in which the position which is expressed in the statement might indicate conflicts vis-à-vis the planning interests of those actors whose actions impact on spatial development.
