Der Tourismus steht im Ruf, die wirtschaftliche Entwicklung peripherer, ländlicher
Räume in besonderer Weise voranzubringen. Positive Wirkungen stellen sich allerdings
nicht von selbst ein; auch eine schöne, „unverbrauchte“ Landschaft ist kein Erfolgsgarant.
Als wesentlich wird dagegen angesehen, dass Tourismusentwicklung von den unterschiedlichen
privaten und öffentlichen Akteuren als komplexe Gestaltungs- und Managementaufgabe
erkannt und engagiert ausgefüllt wird. Dazu ist es notwendig, dass die
Akteure an einem Strang ziehen, d. h. sich auf gemeinsame Ziele einigen, diese kooperativ
mit den vorhandenen Ressourcen durchsetzen und die Verantwortlichkeiten klar
regeln. Professionelles Gebietsmarketing und externe, wissenschaftliche Begleitung
sind weitere wichtige Erfolgsfaktoren. Im Beitrag wird dieser Sachverhalt am Beispiel

Tourism enjoys the reputation of being particularly suited to promoting the economic
development of peripheral, rural locations. However, these positive effects do not come
about unaided: even beautiful, “unspoilt” countryside is no guarantee of success. What
is generally thought to be critical is that the various public- and private-sector actors
concerned should view the development of tourism as a complex task of concept development
and management and be committed to providing the appropriate input. For this
to happen, everyone involved must act in concert – i. e., they should agree on common
goals, pursue these goals with the resources available, and clearly assign responsibilities.
Professional regional marketing and external expert monitoring are other key success factors. This paper explores the issues with reference to current developments in
