'It is often assumed in employee surveys that item nonresponse, just like unit nonresponse, is an indicator of low commitment, low satisfaction, or similar attitudes. Nine large employee surveys using three different modes of data collection are used to study whether item nonresponse behavior correlates systematically with attitudes measured by other items in the questionnaire. In addition, we investigate whether item nonresponse can be explained as simple errors. Our findings do not support either hypothesis. Instead, it seems that item nonresponse occurs primarily because the respondents do not have an opinion or cannot easily generate one on the subject of the item, or because they feel too uncertain about their answers.'
