Der vorliegende Beitrag befasst sich mit Rekrutierungs- und Karrieremustern von 4.451 Leitungskadern des DDR-Elektroniksektors. Diese Kader waren ein sehr spezifischer und überschaubarer Teil jener Funktionseliten in der DDR-Industrie, deren Personendaten im Zentralen Kaderdatenspeicher des Ministerrats der DDR (ZKDS) miterfasst wurden. Aufgrund der besonderen Entwicklung und Bedeutung des DDR-Elektroniksektors können dessen Kader exemplarisch als 'Kronzeugen' einer wissenschaftlichen-technischen Elite angesehen werden. Dem Elektroniksektor wurde innerhalb der Industrie der DDR eine privilegierte Stellung eingeräumt. Die Bedeutung des Sektors für den 'wissenschaftlich-technischen Fortschritt' drückte sich in überproportional hohem Investitionsaufkommen aus. Mittelfristiges Ziel war es, sich mit leistungsfähigen Eigenentwicklungen auf dem Weltmarkt zu behaupten. Auch wenn sich die meisten Elektronik-Kader selbst in erster Linie als Spezialisten, Technokraten, politikferne Spitzenkräfte begriffen haben, zeigt eine Auswertung des Kaderdatenspeichers des Ministerrats der DDR, wie ihre Karrieren vor allem von ihrer politischen Loyalität, ihrer Konformität, ihrem Opportunismus abhängig gemacht wurden, erst an zweiter Stelle von fachlicher Qualifikation, also meritokratischen Prinzipien. 'This article summarises an in-depth-analysis of the qualification level, political loyalty, and careers of 4.451 higher executives in the electronic industry of the GDR. Data were taken from the ZKDS, the Central Cadre Database of the Council of Ministers. Electronic industry was one of the few high-tech sectors of GDR economy. Thus, its development was a matter of prestige for the SED. In order to overcome blatant backwardness, the sector received enormous subsidies. Productivity was to be measured with regard to the world market. It is argued that 'conflicts between technocracy and the claims of party rule' were likely to become more obvious in electronic industry than in many other sectors. The question is raised to what degree recruitment and career patterns of the executive personnel were biased by that. Data reveal a high level of formal qualification but also an extraordinary amount of political loyalty (e.g., cf. percentage of SED members). It is shown that - even in electronic industry as a relatively modern and competitive sector of GDR economy - criteria of professionalism were second to political criteria in personnel recruitment and development.'
