When Lakatos' criteria for a progressive research program are used, a different picture emerges. The (neo-)realist research program hardly explains the Russian attack on Ukraine, has difficulty explaining the reactions to this war, and remains strangely silent on many other important issues in world politics. Nor can one count on (neo-)realist-led policy advice being wiser, because the link between theory and its real-world policy recommendations is very loose.... view less
