¿Cuán eficaz es el sistema de protección social en el Ecuador para proteger a la población contra diversos riesgos? ¿Cuál es su impacto redistributivo y cuánto contribuye a reducir la desigualdad? ¿Qué efectos tiene en la productividad? Estas son las preguntas centrales que guían este análisis, en el que se ensayan algunas respuestas a partir del examen de los incentivos generados por la coexistencia de los componentes contributivo y no contributivo de la seguridad social, los programas de combate contra la pobreza y los regímenes fiscales especiales para pequeñas empresas. La conclusión es que, más allá de las buenas intenciones, las superposiciones entre los componentes contributivo y no contributivo originan una escasa protección, una alta informalidad y una baja productividad, que contribuyen a la persistencia de las desigualdades.... view less

How effective is the social protection system in Ecuador to protect the population against various risks? What is its redistributive impact and how much does it contribute to reducing inequality? What effects does it have on productivity? These are the central questions that guide this analysis, in which some answers are tested based on the examination of the incentives generated by the coexistence of the contributory and non-contributory components of social security, anti-poverty programs and social security regimes. special tax for small businesses.
