Eine modernisierte "post-weberianische" Kommunalverwaltung muss sich von der Behörde zum Dienstleistungsunternehmen wandeln. Das war explizit die zentrale Botschaft des NSM. Lars Holtkamp blendet sie aus und unterstellt, das Hauptziel des NSM sei die Haushaltskonsolidierung (Einsparungen) gewesen. Dieses Ziel sei verfehlt worden. Es sei auch von vornherein nicht erreichbar gewesen, da die "Standardinteressen" mächtiger Akteure an der Ausweitung ihrer Etats dies zwangsläufig verhinderten. Somit sei das NSM gescheitert. Holtkamps Argumente halten einer Nachprüfung weder empirisch noch logisch stand. Er blendet unter anderem aus, dass das auf dem Ressourcenverbrauchskonzept basierende neue kommunale Haushaltsrecht - ein spin-off des NSM - der Implementierung wesentlicher Elemente der organisatorischen Infrastruktur des NSM wie Budgetierung, Ziele, Kennzahlen, Kontraktmanagement, Kosten- und Leistungsrechnung neuen Schub gibt.... view less

Commentary on Holtkamp's : The Failure of the New Steering Model Abstract Modern "post-weberian" local government has to change from 'exercising authority' to 'organising services'. This was the explicit core message of the New Steering Model (NSM), the German variant of NPM. Lars Holtkamp plays it down, contending that the primary objective of the NSM was budget consolidation (read 'savings'). He argues that not only were these not achieved, but that it was a priori futile to hope they could be achieved, as the "standard interests" of powerful local players to see their departmental budgets expand (and not contract) would prevail. Hence the NSM was bound to collapse. Holtkamp's argument can be disproved on empirical as well as logical grounds. Among other things, he suppresses the fact that the recent legislation on accruals-based local budgets, a spin-off of the NSM, is giving a new boost to the implementation of basic NSM elements such as single-line lump-sum budgets, targets, indicators, performance contracts, and cost accounting.... view less
