In Deutschland wird seit einigen Jahren ein gravierender Personalmangel in der Pflegebranche konstatiert, dessen Ursachen in wachsender Nachfrage durch den demografischen Wandel bei gleichzeitig fehlendem Angebot an Pflegefachkräften verortet werden. Als Reaktion hierauf hat sich in den letzten Jahren die Anwerbung von Pflegefachkräften aus dem Ausland etabliert. Der Beitrag analysiert Praktiken der Anwerbung von Pflegefachkräften als zentrales Element eines "Migrationsmanagements", welches stellvertretend für einen Wandel der bundesdeutschen Migrationspolitik in Richtung zunehmender Potenzialorientierung steht. Damit ist auf eine Politik verwiesen, welche Migrationsprozesse utilitaristisch zu steuern versucht, um zwischen wirtschaftlichen und arbeitsmarktpolitischen Interessen einerseits und politisch-kulturellen Abschottungsbestrebungen andererseits zu vermitteln. Der Beitrag identifiziert in der vorliegenden Forschung zu Migrationsmanagement vier Analyseebenen und überträgt diese Systematisierung auf die Anwerbung von Pflegefachkräften: (a) Definition gesellschaftlicher Problemfelder: Wie wird Migration als Lösung für gesellschaftliche Probleme programmatisch legitimiert? (b) Kategorisierung von Migration: Welche Auf- und Einteilung von Migrationsprozessen finden statt? (c) Wandel von Staatlichkeit: Inwiefern privatisieren und diversifizieren sich Orte und Akteure der Regulierung und Kontrolle von Migration? (d) Technologien: Mittels welcher Verfahrensweisen, rechtlicher Grundlagen und politischer Instrumente findet Migrationssteuerung alltäglich statt?... view less

Germany has been affected by a serious shortage of personnel in the nursing sector for some years, caused by a growing demand due to demographic change and a lack of qualified nurses. The state has recently been reacting to this problem by recruiting skilled nurses from abroad. This article analyses the practices of recruiting skilled nurses as a key element of "migration management", which represents a change in German migration policy towards an increasing economic focus on human capital. This is a policy that attempts to control migration processes for utilitarian purposes to strike a balance between economic and labour market interests on the one hand and political-cultural isolation efforts on the other. The article identifies four levels of analysis in the current research on migration management and applies this systematisation to the recruitment of skilled nurses: (a) Definition of societal problems: How is migration programmatically legitimised as a solution to social problems? (b) Categorisation of migration: How can the migration processes be classified and divided? (c) Transformation of the state: To what extent are the places and actors involved in the regulation and control of migration becoming privatised and diversified?
