Which motives shape the asylum policies of the German Länder? I investigate this question by focusing on accommodation of asylum seekers. First, I assume that accommodation policy depends on socioeconomic pressures and resources. Contrasting this, I argue that Länder governments shape accommodation policy according to their respective policy- and vote-seeking preferences. However, in competition with right-wing parties, they uniformly shift towards more restrictive measures. The results of pooled time series analyses (1995-2016) show that demographic pressure, increasing numbers of asylum seekers and economic resources only partly explain different accommodation policies. Rather, SPD and Union basically implement their policy preferences, but react differently to pressure from their electorate and from other parties. If their core electorate is xenophobic, both adopt more restrictive policies. Competing with the AfD, the SPD pursues more permissive policies, while the Union adapts restrictively.... view less
