Die Studie widmet sich der Frage, inwieweit die Visumpolitik ein Migrationskanal ist. Dabei werden Zusammenhänge zwischen der Visumpolitik bzw. der Visumerteilungspraxis und der tatsächlich stattfindenden Zuwanderung von Drittstaatsangehörigen nach Deutschland untersucht. Die Studie zeigt Möglichkeiten (und Grenzen) des Visumverfahrens bei der Migrationssteuerung auf. Im Rahmen der Visumpolitik wird festgelegt, wer für die Einreise neben einem Pass auch ein Visum benötigt, welche Voraussetzungen für die Erteilung eines Visums erfüllt sein müssen und ob nur eine kurzfristige Anwesenheit oder aber ein längerfristiger Aufenthalt möglich ist. In Europa handelt es sich bei der Visumpolitik um ein Instrument, mit dem die EU sowie die Mitgliedstaaten die Mobilität von Drittstaatsangehörigen noch vor deren Einreise extraterritorial regulieren. Elementar ist die Unterscheidung zwischen Visa für kurzfristige Aufenthalte (Schengen-Visa) und Visa für längerfristige Aufenthalte (nationale Visa).... view less

The new working paper focuses on the extent to which the visa policy is a migration channel. It examines the connections between the visa policy (or practice of issuing visas) and the actual migration of third country nationals to Germany. The study shows the possibilities and limitations of the visa process in managing migration. Visa policy defines entry requirements with regard to those foreign nationals who - beyond their passport - require a visa, and defines the general conditions for issuing a visa as well as the special conditions governing short stay and long stay visas. Within the EU, visa policy is a tool of which the EU and the Member States avail themselves in an attempt to control the mobility of third country nationals prior to their entry into the country, that means extra-territorially. Elemental is the difference between short-stay visa (Schengen-Visas) and long-stay visa (national visas).... view less
