Die FGW-Studie modelliert den ökologischen Umbau aus einer systemtheoretischen Perspektive. In modernen Industriegesellschaften sind Naturressourcen nicht kostenlos, sie müssen laufend reproduziert und bewirtschaftet werden. Die Studie entwickelt Grundlagen einer ökologischen Kapitalverwertungswirtschaft. Nach einer Analyse der historischen und gegenwärtigen Umweltprobleme wird dargestellt, wie diese durch wirtschaftliche Entwicklung, durch Änderung der Entwicklungsrichtungen von Innovationen, schrittweise bearbeitet und gelöst werden können. Wirtschaftliche Entwicklung wird durch Kapitalverwertung reguliert, selektiert und gestaltet. Selektionen in Richtung Umweltkompatibilität und absolut sinkendem Ressourcenverbrauch erfordern die Gestaltung des Kreislaufs der Naturressourcen als Ökokapital, eine reproduktionstheoretisch fundierte Preisfindung für Nutzungsrechte und laufende Investitionen in Ökokapital. This FGW-Study attempts to model the ecological transformation of modern capitalist economies. Its scientific method is based on system theory. In modern industrial societies, natural resources are not infinitely available at no cost: they need to be reproduced continuously. The paper seeks to develop the principles of a new kind of eco-capital processing economy. After an analysis of historical and current environmental problems, it will be shown how these can be elaborated and solved by economic development, especially by changing the direction in which innovations are developed and selected. Economic development is selected, configured and regulated by specific systems of capital processing. The aim of the renewed project is a selection process in the economy in terms of environmental compatibility and a decline in the absolute consumption of resources. Hence, the cycle of natural resources in the economy that need to be designed as a kind of ecological capital. The institutional transformation into an eco-capital processing economy requires a system of resource management and credit control as important steps in the regulation and economic organization of the ecological transformation.
