Mit der zunehmenden Bedeutung von Solo-Selbstständigkeit als Erwerbsform ist auch die Problematik ihrer unzureichenden sozialpolitischen Integration ins öffentliche Bewusstsein gerückt. Eine zentrale Herausforderung liegt darin, dass die Interessenvertretung für Solo-Selbstständige vorwiegend innerhalb beruflich strukturierter Verbändesysteme institutionalisiert ist. Auf der Grundlage von 30 Experteninterviews erfolgt in diesem Beitrag eine explorative Analyse dieser Vertretungssituation am Beispiel der Branchen Handwerk, Architektur, Journalismus und IT-Berufe. Der Vergleich der Verbändesysteme auf Grundlage theoretischer Differenzierungen von Schmitter und Streeck (1999) zeigt unterschiedliche Formen der Integration der Verbände und der Sichtbarkeit von Solo-Selbstständigen und ihrer Interessenlagen. Inwieweit Solo-Selbstständigkeit als spezifische Erwerbsform anerkannt wird, hängt von historisch entstandenen und in die jeweiligen Berufsbilder integrierten Normalvorstellungen von selbstständigem Erwerb ab. Demgegenüber fehlen kollektive erwerbspolitische Vorstellungen als Grundlage für die weitergehende Kooperation von Verbänden und für die Anpassung arbeits- und sozialpolitischer Institutionen.... view less

With the increasing relevance of solo self-employment the public awareness of its insufficient social protection rises. A main challenge here concerns the fact that the representation of interests of solo self-employed is part of institutionalised sectoral interest representation. On the basis of 30 expert interviews, this article presents an explorative analysis of this representation situation using the example of the trades, architecture, journalism and IT professions. In reference to theoretical assumptions by Schmitter and Streeck (1999), this comparative analysis highlights different forms of integration of associations and of visibility of solo self-employed and their interests. To what extent solo selfemployment is acknowledged as a specific type of work depends on historically developed occupational profiles and the respective normative conceptualisations of self-employment. In contrast, there is a lack of collective ideas of employment policies which are necessary as a basis for cooperation between associations as well as for the adaption of socio-political institutions.... view less
