The paper outlines the model of a revolving urban development fund as a locally applicable, problem-oriented, lean and flexible instrument under the direction of an administrative district. The aim is to enable the revitalisation of underused key property in the city centre - in the event that the owner is not willing or able to act, but that after renovations or demolition and new construction a marketable subsequent use (e.g. retail, service or housing) and/or a new owner willing to act is available. Especially in small and medium-sized cities with declining business occupancy, professional investors often no longer engage in project development due to limited expectations of returns. Start-up financing from revolving urban development funds can enable the realisation of a so-called "low return" project. Due to the spatial proximity (= locality) of the locations of the property, the "financiers" (district, municipality and private owner) and the local project management (municipality plus credit institute as project manager), the success of the project is largely ensured, and further supported by co-financing from the municipality. The mix of repayable loan and non-repayable grant combines the revolving aspect with the incentive of the grant to mobilise local capital.... view less
