Stadtentwicklungsfonds als Instrumente der unternehmerischen Stadt?

Abstract

Dieser Beitrag ordnet das EU-Finanzierungsinstrument Stadtentwicklungsfonds in seinen politischen und planungstheoretischen Hintergrund ein, um Schlüsse zur potenziellen Wirkung dieses neuen Instruments zu ziehen, die über die rein operationelle Ebene hinausgehen. Auf Basis einer Betrachtung des aktuellen Forschungsstandes zu Wirkungen von Stadtentwicklungsfonds auf die Stadtentwicklung wird gezeigt, dass mit der Einführung von Stadtentwicklungsfonds Elemente einer unternehmerischen, neoliberalen Stadtpolitik implementiert werden. Die sogenannte "unternehmerische Stadt" und eine damit verbundene Neoliberalisierung von Stadtpolitik weisen bestimmte zentrale Charakteristika auf, wie z.B. eine verstärkte Orientierung an Wettbewerbs- und Marktmechanismen oder eine Institutionalisierung neuer Verbindungen in der urbanen Governance. Vor diesem Hintergrund erfolgt eine Diskussion möglicher Folgen dieser Entwicklung.

This paper discusses the political and planning-theoretical background of the new EU funding instrument of urban development funds in order to draw conclusions about the potential impact of this new instrument beyond the purely operational level. Based on an analysis of current research findings on the effects of urban development funds on urban development, it is shown that the introduction of urban development funds will implement elements of entrepreneurial, neoliberal urban policy. The so-called "entrepreneurial city" and the associated neo-liberalisation of urban policy are characterised by certain elements, such as an increased orientation towards competitive market-orientated mechanisms or the institutionalisation of new links in urban governance. Against this background, a discussion of the possible consequences of this development takes place.
