Social housing is intended, according to the law in Algeria, for the citizen who is not able to pay an expensive rent or to buy housing. It is financed today by new resources mobilized within the framework of the FONAL (Funds National of Housing) supplied with social works funds like social treasury cases and mutual insurance companies. Its external intermediate space (access of housing, alley, passage, playground...) is often adapted in an illegal way without any consideration. Case examples are studied in the 200, 444 and 500 housing units of Setif's town. In order to avoid illegal appropriations and to enhance the external intermediate space, it is necessary that inhabitants as well as State services: Real Estate Promotion and Management Office (OPGI), National Housing Fund (FONAL), Communal People's Assembly (Municipality) and Social Office of Proximity organ placed under the authority of the wali (prefect) conclude between them a pact, a social contract. Le logement social est destiné, selon la loi en Algérie, au citoyen qui n'est pas en mesure de payer un loyer cher ou d'acheter un logement. Il est financé aujourd'hui par de nouvelles ressources mobilisées dans le cadre du FONAL (Fonds National du Logement) alimenté par les fonds des œuvres sociales ainsi que par la trésorerie des caisses sociales et des mutuelles. Son espace intermédiaire extérieur (abord du logement, allée, passage, aire de jeux...) est souvent approprié d’une manière illégale au vu et au su de tout le monde. Des exemples de cas sont étudiés dans les 200, 444 et 500 logements de la ville de Sétif. Dans le but d'éviter les appropriations illégales et afin de valoriser l'espace intermédiaire extérieur, il est nécessaire que les habitants ainsi que lesser vices de l'État: Office de Promotion et de Gestion Immobilière (OPGI), Fonds National du Logement (FONAL), Assemblée Populaire Communale (Municipalité) et l'Office Social de Proximité organe placé sous l'autorité du wali (préfet) concluent entre eux un pacte, un contrat social.
