Das Ende des Kalten Krieges gilt gemeinhin als Auftakt des Engagements der Bundeswehr in aller Welt, beginnend mit den UN-Missionen in Somalia und Kambodscha 1992. Übersehen wird dabei, dass sich die Bundeswehr schon seit 1959 mit großem Aufwand an mindestens 135 Hilfsaktionen im Ausland beteiligt hatte – auf dem Gebiet der NATO, aber auch darüber hinaus, wie etwa in Äthiopien, Bangladesch oder Peru. Der Beitrag fragt nach den Gründen für den bemerkenswerten Einsatz und stellt dar, welche Logik hinter dieser Beteiligung stand. Die Bundeswehr selbst betonte als zentrales Motiv den Dienst an der Menschlichkeit. Aus einer militärisch-operationellen Perspektive wird aber deutlich, dass die Hilfsaktionen attraktiv waren, weil sie einem »echten Einsatz« glichen. Für die westdeutsche Armee im Kalten Krieg boten sie gute Möglichkeiten, ihre Bereitschaft zu testen, die eigenen Fähigkeiten auszubauen und Orientierung im Raum zu entwickeln. Da die Hilfsaktionen in der öffentlichen und in der rechtlichen Diskussion zugleich als selbstlos, gut und daher unproblematisch galten, erwies sich die humanitäre Hilfe als ein Vehikel, um die Bundeswehr für den Einsatz »out of area« vorzubereiten.... view less

The end of the Cold War is generally regarded as a prelude to the German armed forces’ worldwide involvement, beginning in 1992 with the UN missions in Somalia and Cambodia. This overlooks the fact that from 1959 onwards, the Bundeswehr took part in at least 135 relief operations abroad, both inside NATO territory and beyond, in places including Ethiopia, Bangladesh and Peru. The article examines the reasons for this remarkable effort and illustrates the logic behind the involvement. The Bundeswehr itself emphasised service to humanity as its central motivation. But from a military-operational perspective, it is clear that the relief actions were attractive because they resembled a ›real military mission‹. For the West German army during the Cold War, they provided good opportunities to test its readiness, advance its skills and develop geographical orientation. In public and legal discussions humanitarian aid was regarded as selfless, good and therefore unproblematic, so relief operations proved to be a vehicle for preparing the German armed forces for an out-of-area deployment.... view less
