Ausgehend von E-Government und den damit einhergehenden Möglichkeiten der Vernetzung werden Potenziale und Implikationen für die Staats- und Verwaltungsorganisation und deren Transformation herausgearbeitet. Grundlegendes Prinzip der Verwaltung, das durch E-Government und die Vernetzungsmöglichkeiten herausgefordert wird, bildet die Territorialität der Verwaltung. Im Hinblick auf die organisatorische und funktionale Dimension von Territorialität kann Verwaltung und deren Handeln geändert werden. Spezifische Grenzen ergeben sich jedoch hinsichtlich der politischen, juristischen, aber auch der symbolischen Dimension. Deutlich wird, dass es nicht zu einer einfachen Entörtlichung der Verwaltung kommt, die auch nicht wünschenswert wäre. Vielmehr geht es um eine Neukonfiguration von Territorialität, bei der ein realer und ein elektronischer Raum neu aufeinander bezogen werden. Hierdurch wird die Funktionsweise von Verwaltung geändert, was jedoch verwaltungswissenschaftliche Transformationsforschung für E-Government erfordert.... view less

Based on e-government and its capacity to create a networked government enabled by ICT new potentials and implications for the state and administrative organization and their transformation will be elaborated. One of the basic principles of public administration which is challenged by networked egovernment is territoriality. In an organizational and functional dimension territoriality can be changed. Nevertheless, specific limitations arise in a political, juridical, but also in a symbolic dimension. It becomes obvious, that ICT does not contribute to a simple de-territorialization which would not be desirable from a normative perspective. Rather territoriality is submitted to a re-configuration in that physical aspects and electronic space are applied to one another in new manner. Thereby the functionality of public administration are affected what calls for administrative-scientific based transformation research in the context of e-government.... view less
