El Gobierno Abierto (GA) se considera una propuesta novedosa de reforma gubernamental y promoción de la democracia. Este trabajo plantea la necesidad de llevar a cabo una discusión realista sobre su factibilidad en México. Para ello se analizan la transparencia, las tecnologías de información y comunicación (TIC) y la participación ciudadana. Se revisan supuestos no explícitos de su relación con el ga y se presenta información sobre las condiciones imperantes en México. El principal hallazgo es que las leyes, instituciones y procedimientos para acceder a la información gubernamental y para participar, así como las herramientas técnicas disponibles (TIC), mantienen barreras que impiden a los ciudadanos conocerlo, entenderlo y utilizarlo. Existen también resistencias burocráticas, desconocimiento y desinterés de los ciudadanos por participar, además de desconfianza interpersonal y hacia el gobierno. Open Government (og) is considered a cutting-edge proposal for government reform and promotion of democracy. This work raises the need to carry out a realistic discussion on its feasibility in Mexico. For this purpose, transparency, information and communication technologies (ict) and citizen involvement are analyzed. The author examines non-explicit assumptions of its relationship with og and an outlook of prevailing conditions in Mexico is presented. The main finding is that the laws, institutions and procedures to access government information and to participate, as well as the available technical tools (ict) raise barriers that prevent citizens from knowing, understanding and using it. There are also bureaucratic resistances, ignorance, and disinterest of citizens to participate, as well as interpersonal distrust and towards the government. All of this conforms an unfavorable scenario for the development of an og in Mexico in the short term.... view less
