Der Beitrag untersucht die Transformation der kommunalen Verwaltung in Deutschland und fokussiert dabei die Ursachen und Ziele von Veränderungsprozessen. Die Entwicklung seit 1990 wird in zwei Phasen analysiert, wobei die erste Phase stark von den Ideen des Neuen Steuerungsmodells und der Freiwilligkeit zu dessen Umsetzung geprägt ist. In der zweiten Phase wird das neue kommunale Haushaltsrecht als Instrument einer gesteuerten Verwaltungsreform analysiert. Im Vergleich zeigen sich die Grenzen der Steuerung über formale Normen. Bei der bestehenden Konstellation der Interessen kommunaler Akteure scheint die formale Durchsetzung von Instrumenten und Prozessen kaum die erwünschten Wirkungen realisieren zu können.... view less

The article analyses the transformation of local authorities in Germany since 1990 and considers the aims and objectives of change. Two phases can be identified: In the first phase, the so called "Neues Steuerungsmodell" (NSM) was an innovative idea that was diffused voluntarily by the leaders of local authorities. In the second phase, the regional state authorities changed legislation for local planning and control of budgets. In consequence the boundaries of policy making with formal rules become visible. If these rules are in conflict with the interests of key actors in the authorities it is impossible to enforce them because asymmetric information produces prohibitive costs. There seems to be no way to make non-competitive players act as if there were competition.... view less
