The building is neither city has been a peaceful affair, however has been a constant discussion in which always marginalizes the excluded, however his constant struggle makes the city is built in its influence and perception. According to Torres (et all, 2009) there are several processes (most often structural) through which the poverty experienced by urban dwellers, result in the emergence and development of informal settlements in precarious habitability. This is associated with the satisfaction of the residents and access to goods and services offered not only by the market but also by the state, while the poverty and basic human condition demand vital to living. La construcción de ciudad no es ni ha sido un asunto pacifico, por el contrario ha sido una discusión constante en la cual siempre se marginaliza al excluido, sin embargo su constante lucha hace que la ciudad se construya con su influencia y percepción. Según Torres (et all, 2009) existen varios procesos (la mayoría de las veces de carácter estructural) a través de los cuales las condiciones de pobreza que sufren los habitantes urbanos, se traducen en la aparición y desarrollo de asentamientos informales de condiciones precarias de habitabilidad. Esto se asocia con la satisfacción y acceso de los moradores a bienes y servicios ofertados no solamente por el mercado, sino también por el Estado, en tanto la situación de pobreza y su condición humana demandan básicos vitales para vivir.
