Die ostsächsische Planungsregion Oberlausitz-Niederschlesien hat sich in den 1990er Jahren teilräumlich differenziert entwickelt. Zu unterscheiden sind: ein eng mit der (außerhalb der Region gelegenen) Landeshauptstadt Dresden verflochtener Teilraum im Südwesten, der insgesamt eine günstige Perspektive aufweist; dabei ist die Stadt Bautzen als eindeutiges wirtschaftliches Zentrum der Region herauszuheben; der nördliche Teilraum (um Hoyerswerda und Weißwasser), der aufgrund der dominanten Bergbau- und Energiewirtschaft und schlechter Fernverkehrsverbindungen große Entwicklungsprobleme hat; der südöstliche Teil, auf zwei Seiten an "EU-Ausland" grenzend, dessen Strukturprobleme in Industrie und Gewerbe noch nicht durch neue Wachstumsschwerpunkte, z.B. The eastern Saxon planning region of Upper Lusatia and Lower Silesia has developed in a differentiated fashion in regions in the 90's. We have to differentiate between a region in the south-west closely interrelated with the state capital of Dresden (that is outside of this region); it has an overall positive perspective. We should also emphasise the City of Bautzen as the economic centre of the region. We may also differentiate the nor thern region (in the area of Hoyerswerda and Weisswasser), which has great problems in development as a result of the dominant mining and power sectors and because of the poor long-distance traffic routes. Furthermore, there is the south-eastern portion that borders on the area "foreign to the European Union" on two sides. Its structural problems in industry and commerce have not been able to be compensated by new concentrations of growth such as tourism. We wish to work out future development strategies based upon an analysis differentiated according to regions.... view less
