Zur sozialökonomischen Situation in den neuen Bundesländern

Abstract

"Die Gesellschaft in den ostdeutschen Bundesländern ist gegenwärtig noch in vielen Bereichen anders als die der alten Bundesrepublik. Das trifft nicht nur für die materiellen Lebensbedingungen zu sondern auch für die Einschätzung zur Bedeutsamkeit von Lebensbereichen, von Zufrieden- und Unzufriedenheiten, den Sorgen und Erwartungen künftiger Entwicklung. Bei den künftigen Veränderungen sind die historisch gewachsenen Strukturen und Verhältnisse zu berücksichtigen. Die demographischen Prozesse der neuen Bundesländer sind 1990 durch ein Anhalten der Übersiedlerwelle in den Westen gekennzeichnet. Durch die hohe Erwerbsbeteiligung (Frauenerwerbsquote von über 80%) und den hohen Stellenwert des Erwerbseinkommens im Einkommensgefüge kann die gegenwärtige Situation auf dem Arbeitsmarkt (über 600.000 Arbeitslose, 1,8 Millionen Kurzarbeiter) bei einem Wirksamwerden des Subventionsabbaus für Mieten und Tarifen zu einem sozialen Konfliktfeld werden." "Society in the Federal Länder having recently joined the Federal Republic of Germany is currently still in many respects a very different one compared to former West-Germany. This is true not only for the necessities of life, but also for peoples' feelings and estimations of life, of their satisfaction and dissatisfaction, of their sorrows and hopes for the future. With a view to all the changings to come in the future, historical structures and conditions must not be forgotten. In 1990, the demographic process in the new Federal Länder was ever characterized by a high proportion of inhabitants leaving home and moving westwards. In view of a high productive activity (a female quota of more than 80%) and of the importance of earned income in relation to the general income situation, the current situation on the labour market (more than 600.000 jobless and 1.8 million short-time workers) may lead to social unrest, as soon as - in addition to that - house/flat rents and electricity and water rates will no longer be state-subsidized."
