'Rußlands wirtschaftliche Wachstumsperspektiven hängen zu einem großen Teil von einer funktionsfähigen Transportinfrastruktur, unter anderem einem leistungsfähigen Luftverkehrssystem, ab. Finanzierungsprobleme haben in den vergangenen Jahren jedoch dazu beigetragen, daß in die Entwicklung des heimischen zivilen Flugverkehrs nicht investiert wurde. Ähnliches gilt für die Luftstreitkräfte, die nicht mehr mit neuen Flugzeugen ausgestattet wurden. Beides hat sich negativ auf die russische Luftfahrtindustrie ausgewirkt. Eine adäquate staatliche Industriepolitik wurde zu spät und zu zaghaft formuliert und war vor allem mit unzureichenden finanziellen Ressourcen ausgestattet, um technologische Weiterentwicklungen zu unterstützen. Damit ist das Land sowohl auf den nationalen als auch auf den internationalen militärischen und zivilen Märkten ins Hintertreffen geraten. Eine Analyse der bisherigen Ereignisse in diesem Industriezweig kann Schwachstellen in der Politik aufdecken und mögliche Handlungsalternativen der staatlichen und privaten Beteiligten darlegen.' 'To a large extent Russia's perspectives for economic recovery depend on a functioning transportation infrastructure. This includes a developed air transport system. However, in the past few years, financial problems have created a serious obstacle for investment into the domestic civilian aviation system. The airforce faced similar problems. It has been a long time since they were last equipped with new planes. Both developments had serious repercussions on the Russian aviation industry. An adequate industrial policy was formulated too late and too hesitantly. Above all, financial resources were insufficient to promote technological development in the sector. Thus, the country has lost in both domestic and the international military and civilian markets. An analysis of events in the branch can unveil weaknesses in policy making and present the scope of action for governmental and private participants in the restructuring process of the Russian aviation sector.'
