(Autorenreferat)... view less

"Triggered by the spectacular conflict over the 'Stuttgart 21' rail project, there are currently vehement discussions in Germany on the acceptance and implementability of spatial planning. In this paper the general issue of securing the acceptance of planning processes and planning results is illustrated using the examples of the construction of a carbon monoxide pipeline in the Rhineland and plans to exploit unconventional natural gas in North Rhine-Westphalia. Consideration is made of four dilemmas in participation processes that are encountered particularly at the regional scale: governance modes, rationality, levels of abstraction, and time horizons. Finally, some recommendations intended to improve the acceptance of regional planning and participation processes are derived." (author's abstract)... view less
