Für den Autor geht die reale Entwicklung derzeit eher in Richtung der weltweiten Universalisierung als der Überwindung von gesellschaftlichen Drittwelt-Verhältnissen: Im Zeichen eines marktradikalen Wirtschaftsliberalismus wird in nahezu allen Ländern die soziale Desintegration, also eine sich immer weiter öffnende soziale Schere, mehr oder weniger direkt als der Preis ausgegeben, der für den wirtschaftlichen "Fortschritt", was immer dieser bedeuten mag, zu zahlen sei. Die entwicklungspolitische Frage holt damit auch die "hoch entwickelten" Länder zunehmend (wieder) ein. Der vorliegende Beitrag zeigt, das es hier im Kern um normative Orientierungsprobleme geht. Der grundlegende Beitrag, den die Wirtschaftsethik hierzu einbringen kann, betrifft die ethisch-politisch-ökonomische Begründung bzw. die begründete Kritik der impliziten oder explizit definierten Vorstellungen von "guter Entwicklung". Dafür ist es wesentlich, einen ganzheitlichen Horizont zu wahren, geht es doch letztlich um die Ermöglichung eines insgesamt "guten" Lebens für alle Menschen. Die Kriterien "guter" Ökonomie rein ökonomisch definieren zu wollen, entspricht zwar dem Selbstverständnis der heutigen, sich als autonome Disziplin wähnenden Standardökonomik neoklassischer Prägung, doch es handelt sich dabei im Ansatz eigentlich um einen ökonomistischen Zirkel, wie schon der Kölner Sozialökonom Gerhard Weisser zeigte: "Wie gelangen wir zu Postulaten für die Wirtschaftspolitik? Eine auch heute noch weit verbreitete Meinung glaubt, dass die Postulate zur Gestaltung des Wirtschaftslebens aus unserem Wirtschaftsdenken gewonnen werden können und müssen. "Good development primarily is not an economic project, but a societal one. This is a general and infinite challenge to all countries. Not economic growth, but the establishment and development of civil rights is the crucial requirement in Order to grant the Status of free and equal citizens. Only an this bare can they pursue a self-determined concept of a good life. Civil rights also relate to the 'economic life'. Economic and social rights are constitutive for a 'civilized' market economy because the forces of 'free market' tend to undermine the unfulfilled project of a well-ordered society of free and equal citizens. This paper argues for a double empowerment of citizens: the right and real chance to integrate themselves into markets as well as the right and chance to (partially) emancipate themselves from the economic constraints of market competition. This dual orientation of socio-economic development is important not only for underdeveloped countries, but also industrially advanced countries which also need a new frame of 'socio-economic citizen rights'. Industrial countries need to develop from a (more and more socially disintegrating) 'economy of essential lack' to an 'economy of vital fullness' for everybody." (author's abstract)... view less
