"Seit Maastricht stehen die internationale Herausforderung nationaler Interessenpolitik, die Möglichkeiten und Grenzen einer Internationalisierung der Gewerkschaftsorganisationen und -politik im Zentrum der Gewerkschaftsforschung. Der vorliegende Aufsatz analysiert den Versuch von Seeleuteverbänden, die der Internationalen Transportarbeiter Föderation (ITF) angeschlossen sind, ein System multinationaler industrieller Beziehungen und Kollektivverhandlungen zur Regulierung der Schattenflaggenschifffahrt zu institutionalisieren, welche die nationale Gewerkschaftspolitik in internationale Interdependenzen einbindet. Hier wurden nationale Tarifverhandlungen souveräner Einzelgewerkschaften einer multinationalen Kontrolle unterworfen und zentrale nationalgewerkschaftliche Tätigkeitsfelder in ein System international governance eingebunden. Die Regimebildung setzte in der Internationalen Organisation Machtungleichgewichte zwischen Verbänden kapitalexportierender Industrie- und arbeitskräfteexportierender Schwellenländer und Besonderheiten des Seetransports voraus. Deshalb ist dieses Beispiel eines singulären internationalen Tarifvertragssystems kaum auf andere Industriebranchen übertragbar." (Autorenreferat)... view less

"Since Maastricht, research on trade unions has begun to focus on the international challenges to national union policies, examining in this context the opportunities for and restraints on the internationalisation of trade union organisation and activity. The article analyses the attempts of trade unions organised in the International Transport Workers' Federation to establish a multinational system of industrial relations and collective bargaining in flags-of-convenience shipping, a sector which the policies of national trade unions are confronted by international interdependencies. Here, national collective bargaining is integrated into a system of international trade union governance. It recognises the imbalance of power within the ITF between the trade union organisations of industrialised and developing countries as well as the specific conditions in the transport industry.
