"Ausgehend davon, dass Verwaltung als geregeltes Handlungssystem zu verstehen und ihre Modernisierung als dreistufiger Regelproduktionsprozess (Regelsetzung, Regelinterpretation, Regelumsetzung) zu begreifen ist, wird Verwaltungsmodernisierung mikropolitisch als Machtspiel rekonstruiert. Dabei wird systematisch zwischen Akteuren und Agierenden im Modernisierungsprozess unterschieden. Akteursstatus entsteht durch das Vorhandensein von Definitionsmacht (Partizipationsmöglichkeiten) im Regelproduktionsprozess. Im Mittelpunkt des Aufsatzes steht nun die Frage, inwieweit es den Beschäftigten gelingt, einen Akteurstatus im Modernisierungsprozess zu erlangen, so wie es die Konzeption des Public Management eigentlich erfordert. Empirische Befunde zur Regelungskompetenz der Beschäftigten am Beispiel von Verwaltungsmodernisierungsmaßnahmen in verschiedenen Großstadtverwaltungen zeigen nun, dass es den Beschäftigten in der Regel nicht gelingt, die Routinespiele der traditionellen Akteure (Verwaltungsmanagement, Personalvertretung und Kommunalpolitik) zu durchbrechen und sich als neuer Akteur zu etablieren. Dazu bedarf es der Entwicklung von Innovationsspielen, deren Verwirklichung nicht nur durch schwierige institutionelle Rahmenbedingungen und die Eigeninteressen der traditionellen Akteure behindert wird, sondern auch dadurch, dass die Beschäftigten in den Phasen der Regelsetzung und der Regelinterpretation meist gar keinen Akteursstatus beanspruchen." "Setting out from the view of administration as a well organised system of actions, and its modernisation, as a three stage process of rule production (rule definition, interpretation and implementation), the modernisation of public administration can be analysed as involving a micro-political struggle for power. In this process one can distinguish between actors and passive fellow participants. The status of becoming an actor is characterised by the power to control the rule-making process (i.e. to participate in this process). We set our focus on the question, whether employees are empowered to become actors in the modernising process, following the concepts of Public Management. Empirical research on the capacity of employees to influence modernisation policies in various large towns shows that they are not able to break into the routine power games of the established actors (administration management, representation bodies and local politicians). Thus, there is a need to develop games promoting innovation, but their practical realisation is hindered by two obstacles: the complex institutional framework and personal interests of traditional actors; and employees' own reluctance to demand a role as actors in the stages of rule definition and interpretation.."
