'Die Notwendigkeit der doppelten Demokratisierung Ostdeutschlands ergab sich aus dem Ziel der Überwindung der Zweistaatlichkeit. Nur eine demokratisierte DDR konnte den international akzeptierten Beschluss zur deutschen Einheit fassen. In mehreren Phasen kam es zunächst zu einer Demokratisierung der DDR, wobei zunächst offen blieb, ob es sich um eine Transformationsdemokratie mit dem Ziel Bundesrepublik Deutschland oder um das politische System einer weiterhin eigenständigen DDR handeln würde. Schneller und intensiver als in den ostmitteleuropäischen Nachbarstaaten demokratisierte die Mehrheit der DDR-Bewohner ihr Staatswesen und schloss sich auf dieser Grundlage dem nun wieder gemeinsamen politischen System der Bundesrepublik Deutschland an.' 'The necessity for a double democratisation of Eastern Germany resulted from the aim of overcoming the splitting in two nations. Only a democratised GDR could make the internationally accepted resolve for German unity. The democratisation of the GDR took place in several phases, whereat the question remained momentarily unanswered, whether this meant a democracy of transformation aiming to the Federal Republic of Germany, or the political system of a still independent GDR. Quicker and more intensely as in the central European neighbouring countries, the majority of GDR citizens democratised their political system and, on this basis, aligned themselves with the, now again common, political system of the Federal Republic of Germany.'
