Die Entscheidungen des Weltsicherheitsrats für oder gegen Interventionen sind komplexe Prozesse, die weder ausschließlich von humanitären Erwägungen noch von rein materiellen Interessen bestimmt sind. Eine systematische Analyse der Reaktionen der Vereinten Nationen auf die 44 schwerwiegendsten humanitären Krisen nach dem Ende des Ost-West-Konflikts zeigt, dass die selektive Reaktion des Weltsicherheitsrats auf humanitäre Notlagen aus einem Zusammenspiel normativer, materieller und institutioneller Faktoren resultiert." Intervention decisions in the Security Council are complex choices that are neither determined by humanitarian concerns nor by material interests alone. A systematic analysis of the United Nations' response to 44 humanitarian crises after the Cold War demonstrates that the selectivity of Security Council interventions is driven by the interplay of humanitarian norms, material factors and institutional effects."
