'In kritischer Wendung gegen eine 'Entwicklungsperspektive', welche den Übergang von der 'Opiumfrage' des 19. Jahrhunderts zum 'Drogenproblem' des 20. Jahrhunderts als natürliche Antwort auf die zunehmende Verfügbarkeit von und Nachfrage nach psychoaktiven Substanzen zu sehen pflegt, erlaubt die Rekonstruktion der Problemgeschichte aus einer zunächst weniger plausiblen 'Konstitutionsperpektive' differenzierte Erkenntnisse. Insbesondere zeigt sich, daß die übliche Definition des 'Drogenproblems' keineswegs alternativlos war bzw. ist, sondern daß es handelspolitische Rivalitäten und historische Paradoxien waren, die zur Aufnahme von Kokain (als erstem Nicht-Opiat) in das Opiumabkommen von Den Haag (1912) führten und damit den Weg nicht nur für die Entstehung unseres heutigen Betäubungsmittelrechts, sondern auch für die weltweite Durchsetzung der heute für selbstverständlich gehaltenen Problemsicht ebneten.' 'The transformation of the 19th century's 'opium problem' into the 20th century's 'drug problem' is normally seen as a mere response to growing availability of and demand for psychoactive drugs. This hegemonic view is being challenged by an alternative perspective that stresses the contingenicies in the constitution of the social problem and reveals how, at different crossroads, things could have taken quite a different turn. Using the emergence of the international prohibition regime over cocaine (1909-191) it is shown how the politically motivated inclusion of cocaine in Hague Convention of 1912 paved the way for an otherwise highly improbable 'world law' against numerous psychoactive drugs as well as for the emergence of the very category of 'drug problem' which otherwise possibly never would have come into existence.'
