The article is devoted to the procedures for constructing a strategy for the development of municipalities in the Russian Federation, both in terms of considering the formation of approaches to shaping the prospects for possible changes, and with respect to methods that allow us to determine the future on the basis of a set of strategically significant goals that are formed based on the results of constructing the target configurator. The goal is to compare different points of view on the organization of methodological support for the process of formulating the strategy itself and determining its main content and, as a result, to show the author's version of the algorithm for constructing the strategy slogan and filling it with the content of strategic projects and programs.
