The article considers the means of planning labor expenditures for the creation and development of state information systems and their functional program complexes. To assess the importance and priority of project implementation, the method of KANO needs satisfaction is considered. For the primary and operational ranking of the requirements for the development of the labor-intensive system, the use of a relative assessment of the forthcoming labor costs in conventional units is considered. To assess the complexity of automation, a cost model for the development of the COCOMO baseline was considered. The application of cluster analysis for the integrated assessment of the requirements for the development of the information system is considered together with the application of the evaluation methodology that takes into account the importance and labor intensity of the relevant information projects. The working capacity of the proposed means is checked on one of the state information systems developed in St. Petersburg with the participation of one of the co-authors.... view less
