En América Latina, las políticas nacionales de gobernanza hídrica se centran en una noción que ignora los derechos previos y las formas alternativas de manejo del agua. Como consecuencia, se han generado conflictos respecto a las concepciones y los derechos en torno al agua, así como al manejo de las infraestructuras. A partir del análisis comparativo entre Colombia y el Perú, este estudio encuentra una gobernanza fragmentada, ausente o ejercida por actores diversos: el Estado, las empresas y, parcialmente, los actores locales. In Latin America, national water governance policies focus on a notion that ignores prior rights and alternative forms of water management. As a consequence, conflicts have arisen regarding conceptions and rights regarding water, as well as the management of infrastructures. From a comparative analysis between Colombia and Peru, this study finds a fragmented governance, absent or exercised by diverse actors: the State, firms and, diverse, local actors.
