Wicked problems often require policy making activities not only in one but in several policy fields. Therefore, this paper analyses state-level governments' preferences between the two policy fields of labour market and regional economic policy. As an approximation to the two policy fields, it uses the allocation of funds by the European Social Fund (ESF) - as a proxy for labour market policy - and by the European Regional Development Fund (ERDF) - for economic policy. The results show clear variances. In a second step, their determinants are examined by means of Qualitative Comparative Analysis (QCA). Two findings in particular are worth highlighting: (1) The QCA indicates that the need of one policy field (regional economic policy) overrides the need of another (labour market policy). (2) In opposite, for increased labour market investments, policy discretion (here: low labour market-related need combined with an independent Ministry of Labour) is an important prerequisite.... view less
