The analysis shows that the PCD Unit interacted increasingly autonomous in multi-level processes within the organization and externally, changing between its roles as an entrepreneur and a broker. Thus, the paper seeks to contribute to a better understanding of hybrid interactions of actors in international bureaucracy.... view less
