Das Papier untersucht den Einfluss von veränderten organisatorischen Strukturen auf das Akteursverhalten in intrainstitutionellen Politikgestaltungsprozessen am Fall einer jüngst restrukturierten Kernexekutive: Der Europäischen Kommission. Es analysiert das Kooperations- und Koordinationsverhalten der Verwaltungsakteure in ressortübergreifenden Initiativprozessen in drei Politikbereichen vor und nach der Juncker-Reform. Die Auswertung der Interviewdaten zeigt, dass Organisationsfaktoren einen Einfluss auf das Akteursverhalten haben. Die organisatorischen Veränderungen, insbesondere entlang vertikaler Linien, haben zu weniger Siloverhalten der Akteure in der horizontalen Kooperation und Koordination geführt.... view less

The article examines the influence of changed organizational structures on actors’ behavior in intrainstitutional policy development processes. The case is a recently reorganized core executive: the European Commission. The cooperation and coordination behavior of the administrative actors in interdepartmental legislative initiative development processes is analyzed based on interview data. The results show that organizational factors influence actors' behavior. The organizational changes along vertical lines led to less pronounced silo behavior of the actors in horizontal cooperation and coordination.... view less
